The leader of the Provincial Party Committee inspects progress of key transport infrastructure projects
On August 14, the delegation of the leaders of the Provincial Party Committee, led by Mrs. Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council, conducted a field inspection of two key transport infrastructure projects including the upgrading of the Km No. 18 – Km No. 80 section of National Highway 4B, and the road project connecting National Highway 4B with National Highway 18 in the former Dinh Lap district.
Joining the delegation were Mr. Dinh Huu Hoc, Standing Vice Chairman of the Provincial People’s Council, leaders of relevant departments, sectors and project investors.
According to the plan, both projects must complete construction, acceptance, and be put into operation in 2025 to enhance connectivity between Lang Son province and Quang Ninh province.
As of mid-August 2025, for the project upgrading the Km 18 – Km 80 section of National Highway 4B, the construction unit has completed 38.6 out of 63.3 km of grade-II crushed stone foundation, reaching 60.9% of the route length; asphalt concrete pavement has been completed on 26.3 out of 63.3 km, equivalent to 41.5% of the route; 14 bridge decks along the route have been concreted; drainage works and anti-landslide embankments have reached 90% of the contracted volume. For site clearance, 350 meters and three technical infrastructure relocation points remain unresolved in Loc Binh and Na Duong communes.
At the project connecting National Highway 4B with National Highway 18 in the former Dinh Lap district, site clearance has been fully completed. The construction contractors have completed 8.5 out of 10.5 km of grade-II crushed stone foundation, equivalent to 81% of the route; and asphalt surfacing has been completed on 6 out of 10.5 km, or 57.1% of the route length.
Overall, both projects are behind schedule, mainly due to prolonged heavy rains since May, which have hindered construction progress.
At the inspection, project investors suggested the People’s Committees of communes promptly resolving the remaining land clearance issues and relocating infrastructure works as soon as possible to allow construction to proceed. They also proposed that the Provincial People’s Committee consider allocating additional funds to handle large-scale landslides and construction material price escalation. The contractors committed to taking advantage of favorable weather conditions by working extra shifts and overtime to make up for delays and strive to complete the projects in 2025.
Concluding the inspection, the Standing Deputy Secretary of the Provincial Party Committee acknowledged the efforts of the project stakeholders in overcoming difficulties and coordinating with local authorities to address site clearance and construction issues. However, some unresolved land clearance problems along the routes continue to affect construction progress.
To resolve these issues, the Standing Deputy Secretary required Loc Binh and Na Duong communes to implement solutions and hand over the remaining land areas within August 2025.
Regarding construction, the project investors and contractors must re-plan unfinished work items and propose implementation methods to make up for delays caused by adverse weather.
Concerning the investors’ proposal for additional funds to handle large-scale landslides at the road project connecting National Highway 4B with National Highway 18 in the former Dinh Lap district, the Standing Deputy Secretary instructed the investors to work with relevant units to conduct detailed surveys of the landslide sites, develop effective and sustainable solutions, and report to the competent authorities for resolution in accordance with regulations.
