Huu Nghi International Border Gate Customs force: A trusted place for businesses
In the context of deep international economic integration, Huu Nghi International Border Gate (IBG) is not only a bustling gateway for trade between Vietnam and China but also affirms its leading role in attracting businesses, promoting import–export (I/E) activities, and contributing significantly to state budget revenue.

Mrs. Cao Hoai Phuong, Deputy Team Leader of Huu Nghi IBG Customs, said: “With the motto of taking business satisfaction as the measure of service quality, in recent times, our unit has continuously created the most favorable conditions for I/E activities.” Accordingly, the unit has issued a plan with solutions to increase state budget revenue in 2025, focusing on facilitating I/E operations and attracting new businesses to register declarations at the unit. Since the beginning of 2025, two Customs–Business dialogue conferences have been organized to promptly address concerns and support business policies. At the same time, leaders and officers of specialized divisions have strengthened communication with customs declarants to understand the situation and resolve difficulties; promptly reporting to higher authorities for consultation and negotiation with Chinese counterparts to unify solutions.
Duong Thi Trang, staff of Import–Export Transit Service Co., Ltd. (Hanoi), shared: “Earlier this year, China tightened control over goods exported to Vietnam. Each shipment took longer to complete clearance procedures, increasing warehousing costs. This was a common challenge for many I/E businesses operating here. Understanding this, customs and other forces at the border gate promptly discussed and resolved issues, extended working hours, thus accelerating clearance, saving time, and reducing costs for businesses.”
In addition, for newly attracted businesses, Huu Nghi IBG Customs supports them in connecting with warehouse operators, arranging favorable loading/unloading and parking areas; assigning experienced officers with strong expertise to process customs procedures; guiding businesses in digital customs declaration; and committing to ensure clearance as soon as goods arrive at the border gate.
At the same time, Huu Nghi IBG Customs has proactively coordinated with the Vietnam Register and the provincial Police Department to facilitate the issuance of temporary license plates for imported cars. As a result, the issuance time has now been reduced to just 2–3 days after entry (compared to 7–10 days previously).
These breakthrough measures have played an important role in attracting businesses and accelerating the clearance of I/E goods. Specifically, in the first seven months of 2025, 2,814 businesses completed I/E procedures through Huu Nghi IBG (an increase of 3% compared to the same period in 2024), including 1,154 new businesses (accounting for 41% of all businesses completing clearance). Notably, major companies such as VinFast and Newtimes, which previously only used the gate for transit procedures, now trust Huu Nghi IBG Customs to register import declarations. As a result, in just over seven months of 2025, Huu Nghi IBG Customs collected 3.78 trillion VND for the state budget, reaching 75.6% of the mandated target, 60.5% of the striving target, and ranking first in revenue among Sub-Departments under Customs Region VI.
Cao Tung Duong, representative of HG Shining Vietnam Technology Co., Ltd. (Hai Phong city), said: “Our company specializes in importing and exporting electronic components. Previously, we mainly carried out procedures through Hai Phong port. However, since the end of March 2025, we have shifted to clearance at Huu Nghi IBG due to its favorable conditions. Customs officers and other forces here have been enthusiastic, providing maximum facilitation for businesses. From late March until now, we have registered 34 import–export declarations worth over 8 billion VND. In the future, our company will continue to trust and choose clearance at Huu Nghi IBG.”
These figures clearly demonstrate the effectiveness of Huu Nghi IBG Customs in attracting businesses. Deputy Team Leader Cao Hoai Phuong added: “In the coming time, our unit will focus on improving service quality, promoting administrative reform and IT application; strengthening dialogue and cooperation with businesses. Moreover, we will establish multi-channel communication to receive feedback from businesses... with the goal of building Huu Nghi IBG into a reliable, friendly, and efficient destination for I/E businesses.”
